When you're submitting a ticket, what times out? If you're having problems with the web interface, you can always just mail us at
support@catalyst2.com.
Anyway, onto the more important bit. You were using the old database server IP (213.230.202.14) rather than the proper host (mysql.active-ns.com), so I updated it for you in config.php and it's all working again.
