Email won't send

I'm experiencing an intermittent problem with sending email from my accounts.

The error I get from Horde is "There was an error sending your message: Failed to connect to localhost:25 [SMTP: Failed to connect socket: Connection refused (code: -1, response: )]", from SquirrelMail "Connection refused
Server replied: 111 Can't open SMTP stream." and from Opera "Sending e-mail failed. Maybe the SMTP server is not set up properly? E-mail queued."

Any ideas what might be causing this?

I couldn't send mail last night, or within the last few minutes, but it had no problem earlier this morning.
